Fairfield Hills Authority 8/29/07
The Fairfield Hills Authority held a special meeting on Wednesday, August  29,  2007 in the meeting room at Town Hall South, Main Street, Newtown, CT.  Bob Geckle called the meeting to order at 7:31 p.m.

Present: Bob Geckle, Andrew Willie, Michael Holmes, Don Studley, Walter Motyka, Julia Wasserman, Amy Dent and Moira Rodgers.

Also Present:  Ed Marks (Parks & Rec.), Dave Grogins (Town Attorney),
Richard L. Sturdevant (Consultant), one Member of the public and one member of the press.

Public Participation:  Po Murray of 38 Charter Ridge Road, Sandy Hook, CT asked the following question regarding the Newtown Youth Academy:  Is the Fairfield Hills Authority required to present any changes or amendments of the Master Plan to Planning and Zoning.  Bob Geckle responded that the Fairfield Hills Authority makes a recommendation to the Board of Selectmen who in turn sends it to Planning and Zoning for review.
Fairfield Hills Master Plan:  Walt Motyka presented the most current drawings of the Master Plan of Fairfield Hills including the proposed changes to the Parks and Recreation site.  There were drawings shown of the architectural designs for the Newtown Youth Academy.

Ed Marks from Parks and Recreation discussed the proposed changes to recreation space designated in the Master Plan and their support of the Master Plan revisions.  

Moira Rodgers noted that Parks and Recreation made the decision to install only one ball field and a new building in place of the second ball field

Amy Dent suggested that the Planning and Zoning will want an explanation of these plans, including phase 1 and phase 2.

Executive Session:  The Authority moved into Executive Session at 7:54 p.m.
At 8:57 the Authority returned to public session.








Motion:  A motion was made by Walt Motyka stating that it is resolved that the Authority recommend to the Board of Selectmen that the town enter into a Ground Lease with the Newtown Youth Academy in accordance with the Summary of Lease attached, subject to the final terms being reviewed and approved by the town attorney.  The motion was seconded by Don Studley and unanimously voted yes by the members of the Authority.

A second motion was made by Walt Motyka stating that it is resolved that the Authority recommend to the Board of Selectmen that the Master Plan be amended to add the Newtown Youth Academy building, amend the parking plan and add a designated area for Newtown’s Parks and Recreation to be located next to the Newtown Youth Academy.  This motion was seconded by Don Studley.
The Authority unanimously voted yes to the motion.

John Reed made a motion to adjourn.  Bob Geckle seconded.
